William J. Moore, III (“Chip”) serves as “Of Counsel” to Henrichsen Siegel. His practice is focused primarily on civil litigation involving commercial law, construction and surety law, employment and civil rights issues, toxic tort and environmental litigation.

Mr. Moore graduated from the University of Florida in 1989 with a B.A. in History and earned a J.D. from the University of South Carolina in 1992. Following a federal clerkship for the Honorable Donald S. Russell on the U.S. Court of Appeals for the Fourth Circuit, Mr. Moore worked as a Trial Attorney (Honors Program) at U. S. Department of Justice’s Environmental Enforcement Section in Washington, D.C., where he prosecuted civil environmental enforcement actions on behalf of the federal government under all the major federal statutes, including the Clean Air Act, Clean Water Act, CERCLA and RCRA.

Mr. Moore has significant federal court experience at both the trial court and appellate levels. He is admitted to Florida Bar, the U.S. District Court for Southern, Middle and Northern Districts of Florida and the Western District of Wisconsin, the U.S. Court of Federal Claims, the U.S. Court of Appeals for the Fourth, Sixth, Eight, and Eleventh Circuits and the District of Columbia and Federal Circuit. He is also a member of the Florida Bar’s Environmental and Land Use Law Section.

In 2011, Mr. Moore, along with a co-counsel, EPA and North Carolina, Tennessee, Kentucky and Alabama negotiated a landmark global settlement of Clean Air Act litigation against the Tennessee Valley Authority (“TVA”) which Mr. Moore had been working on for approximately twelve (12) years.  The TVA settlement mandated the closure of numerous coal-fired units and the installation of state-of-the-art pollution controls on 92% of TVA’s remaining fleet of approximately forty-one (41) coal-fired units at an estimated cost of $3 billion to $5 billion. In addition, TVA was required to pay a $10 million civil penalty and spend another $350 million on environmental mitigation projects. As a result of this work on TVA, Mr. Moore and co-counsel were nominated and were finalists for Public Justice’s Trial Lawyer of the Year Award for 2012.
